PRIVACY BARRIER COST VS COST OF CONGESTION

In Washington DC an article came out recently stating that drivers spend 155 hr. /yr. stuck on the highway and $2161 is the cost per driver due to congestion. Portable Privacy Barriers are a way to help reduce the time and money from additional accidents. Why isn’t anyone using them? Do they cost more than they are worth?
